Child support arrears

After my husband gave custody of his son to his mother (the childs grandmother), she went on AFDC. She has been on it for 9 years, and I guess it will end when the kid turns 18 in a few weeks.

About 3 and a half years ago, he got called for child support-we have liveda nd worked in the same place for 12 years, dont know why it took them so long to "find" him.

They said arrears was like 24 thousand dollars, an overwhelming amount to us, but my husband is a "nice" guy and did not fight it, just keeps paying his 80/wk with 10/wk going to arrears.

Can the state go back that far for arrears? Some states only go back as far as the file date, which was a month before he started paying...Is there anyway to get this reduced? For two of the last 9 years, my husband was unemployed, but at court the judge said that did not matter.

Also, there is a court order for the childs mother to pay support, but for her arrears , they only went back 2 years, how is that fair? Shouldnt she be required to pay as many years as he is??? Even though she has not paid any of it.

Also, I realise that the state wants their money for the AFDC they ga=ve to grandma, but shouldnt the bio mom be responsible for at least half of it?
