Child Support/Ex-husband's new wife's assets

Counselor,
Here's the situation...Ex-husband owes considerable $$$ in back child support, but is always crying poverty. He is a commissioned salesman who hasn't earned any income in the last year (that much is probably true). He just remarried, and is spending lots of $$$ remodeling the home he purchased w/ new wife (house is in her name only...what a suprise). He claims that the renovations are being paid for solely by new wife, though any fool knows that's nonsense. In this situation, since he's spending new wife's money on the house, can the court order him to use her money to pay back child support? If he uses her money to improve the house, why can't he be ordered to use her money to pay his obligations to his children?
