Legally, yes; practically, it will be difficult for him to enforce. As a general matter, courts expect that parties will take separate vacations with their children and that the non-custodial parent will be entitled to make-up visits for those missed. Your ex-husband's attempt to intrude on your vacation is somewhat outside the norm.
