Former CT resident seeking no fault/low cost divorce from "missing" CT spouse.

I present a series of Issues needing legal answeres and guidance.

Issue #1 I'm a VA resiedent since 1996 who needs a divorce(I was married in Ct. 1989).

Issue #2 I will be leaving the country (July 2000 for 1-3yrs.)& wish to be free to remarry if I desire.

Issue #3 My husband cannot be located. I have no contact with him and have no phone numbers, addresses or other info. I'm not sure he is even in the state.

Issue #4 When my husband I first separated 1995 no fault divorce was agreed upon.

Issue#5 Financing a divorce is an "issuue" as my work is for an international humanitarian services organization staffed with volunteers and few paid staff.

Can I obtain divorce while residing outside of the state of CT?
Can I obtain a "quick divorce" in CT?
Can I use no fault when there's no property/children and when spouse cannot be located?
Are "quick" Dominican divorces accepted by US Courts (State of VA/CT), Federal Agencies(US Immigration/IRS) as legal and authentic if I wish to remarry?

I NEED GUIDANCE, ASSISTANCE AND IDEALLY AN ATTORNEY WHO HAS THE HEART OF SELFLESS SERVICE TO SHOW ME THE SOLUTION TO ADDRESS THESE ISSUES... PLEASE HELP ME.
